With reference to Mr. Read's letter of the 21st February last (35427/1913) I am directed to state that
the Board of Education have decided to recommend Mr. Lancelot
Forster for appointment as Haster in the Education Department
of Hong Kong. Particulars of Mr. Forster's qualificatione
and experience will be found in the attached papers. It
is understood that he could leave England at any time after
August.
Mr. E. Ralphs, Chief Inspector of Schools in
Hong Kong, was a member of the Selection Committee on
this occasion.
